The moves that I gave to Chinchou are:
- Hydro Pump
- Thunderbolt
- Ice Beam
- Heal Bell
the heal bell is usually for competitive reasons, since in the game you can use items and have pokemon centers everywhere. The moves that I gave to Chinchou are:

in my Gold version i remember i had the moveset as
1. surf
2. thunderbolt
3.whirlpool
4.thunderwave
if you couldn't tell it was my only water pokemon (have to have a varied party so i try to limit to one of each type)
explain your heal bell? my style of fighting is focused on pure offense with some status changers in the mix so seeing a healing move seems like a waste to me

huh? no, i meant in PvP battles, since you can't use items. many people use status moves so is nice to have a healer.ah i see, i've always done single player and never an intensive trip into comp.the heal bell is usually for competitive reasons, since in the game you can use items and have pokemon centers everywhere.
