DVs(or IVs) are like the genes of a pokemon. they range from 0 to 31 and every point becomes one stat point at level 100 (so at lv 100 if your dragonite has 31 atk IVs it might have 390, but with 1 IV only 360). FPs(or EVs) are effort points, points that you receive from defeating pokemon. every 4 EVs count as 1 more stat point from that stat(example: fainting machops gives you 1 attack EV. if you faint 4 machops you will receive 1 attack point). your pokemon can only have up to a total of 510 Evs and 255(preferably 252 since it equals +63 and 255 gets round down to +63, losing 3 effort points) in each stat. and the stats are LEGIT for a chinchou level 21 with max IVS and max EVs in special attack and hp
Vade solved my confusion. And that FP's aren't very good, Chinchou lacks of defense, and the level was supposed to be 5, solved. New Chinchou:
