It was not me, because I have yet to launch the meteors, I think you can blaim @Darkfire for this one.

Well, the current plan is to make you pc all your pokemon & semi-restart your journey in Hoenn until you have recieved all the badges there. When you have that, then you will be able to take out the johto/kanto pokemon from the pc & use them in Hoenn. I suppose the only thing left for Kanto...

It won't happen. There was diagonal movement available if you changed the files for a couple of months in the beginning, but it was broken and caused a lot of bugs, thus it was removed entierly.

The launcher should be located outside of the folder when you download the game, the tree inside of the folder is not the launcher, if you can't find it, download it here: http://pokemon3d.net/downloads/ & then palce it outside of the folder
