It has nothing to do with coding. What it boils down to for you to do: Create a folder, drag your favorite music files (.mp3 format) in, rename them so they have the same names as the music files of the game, start the game, activate your Content Pack, done.
That sounds a lot simpler

The article I linked explains it so you can read and do step by step. You read a part, you do it on your computer. It's really easy to learn. You can also skip everything with textures if you don't want that.

Just as a suggestion, you could always just press M in the game and listen to external music ;) I think that's the easiest solution for everyone. Since it's radio the tracks are changing all the time anyways, so... you don't have that much of a disadvantage.
Don't we need a software for that?

Nope live365 just streams mp3 audio to your browser, however radio waves are a completely different matter.
Radio waves are produced in different frequencies of Hz and are picked up through an antenna.
When you turn the dial on your radio you are changing the frequency that the radio is receiving.
Ergo you pick up different stations, though it probably be possible for a computer to pick up radio waves it would be pointless because your computer can already hold a large library of songs plus you can always stream it from the internet.

In that case, it's impossible to add something like that to the game.
ehhhh..... wat?
The stream would theoretically possible somehow... but as I mentioned before, there's music licensing and content controlling problems.
