Actually....tampering with the rates crashes the game
I thought Offline mode permitted it, I have not tested this for a while.
Only the save file is allowed to be edited.
A Ditto really helps, you can find them on Johto Route 34.

Yes i have one,i allready did one egg for my eevee before i evolved it,i wanted to try it out.But i still dont really know much about this stuff.
I recommend looking up Breeding on Bulbapedia, our game follows similar mechanics.

since you cant make an online save sandbox it cant have edit power(debug mode allows it though
