The only reason it is able to learn that TM is because it can also learn it via level up, if you check its file, you'll find no TM that it can learn.

Since Dialga's ROAR OF TIME Power Point is zero, there is no way for him to tell you what Pokémon it is.

Lottery shall ends approximately from a range of one day to a week later after the post exist at checkpoint #1368.
Delay are not expected during the process unless Dialga turn into Primal Dialga again due to some disturbance in my Temporal Tower. Nevertheless, Palkia / Giratina / Arceus are available so they will take over
