Yes, but that doesn't show the possibilities, just an average range. A Blaziken can max out at a speed of up to 284, Infernape in it's lowest possible speed can be 198. Just because a Pokemon can average out higher, doesn't mean that will always be the case in actual battle. I think I just got a bum Chimchar in the beginning, my Blaziken was faster, by which I mean I transferred Blazer from Sapphire to Pearl and compared them side by side. I saw a major speed difference in the two of them at equal levels, assumed that Blaziken's were naturally faster. Sorry I assumed wrong, I may have to try another Chimchar when that time comes.

Yes, exactly my point. My Blaziken had a higher speed than my Infernape, that's basically the point I just made. I saw that Infernape CAN be faster, but in my case, my Blaziken was significantly higher than my Infernape. I'm not making a generalization, that is simply what I had. MY Blaziken>MY Infernape.

I see. Anyways, former discussion aside, I was wondering your opinion for the story idea of the limitations be "Pokemon League Official Rules" in order to participate in the gym challenges, and quite possibly the idea of making a perk system similar to Skyrim's, allowing players to enhance their abilities (ie: Higher fishing catch rates, bigger berry yields from trees, better stats and shiny chance from bred Pokemon, etc.). I figure that sort of system gives players that customization they want, but still would not need to determine something such as a "class" type system. If you also include an item trade system as well, it would probably make a better trading economy since some players can get tons of berries cheap, others can make high quality Pokemon, etc.

Pokemon already sorta has a perk system
as you get better and better you can get better and better stuff

with your PLOR thing
the idea atm is that, until you beat the major ingame objective(league, Rad, N, etc), the games are treated as seperate games
after beating the objective it combines with your other ones allowing you to go back and forth between places(likely by boat?) and use other pokemon in any cleared region

i actually was going to suggest the same thing a while ago. What is a player going to do once they finish this game? It would be the perfect way to keep pokemon 3d alive once it is finished updating! You could simply travel into a new region and continue where you left off, and you could collect all 40 gym badges from all 5 generations! This is an amazing idea, if it were implemented players would literally be able to "catch them all" :)

although if this does end up happening, i think that players should be able to travel back to the regions that they have already finished. Maybe by boat, maybe by train. But i think that at one point, they should be able to travel back and forth between two different regions!

I had been thinking about this as well and here's my input.

For every region first we have villians (i.e. Team Rocket, Plasma watever etc...) that invented some crazy radiation machine that drives the pokemon crazy and not listen to their trainers...but only pokemon who are immune to that radiation energy in that region will listen to you....hence we have the regional dex.

the gym badge effects should still be the same (like pokemon will obey you until lvl XX and you can use this HM0X outside battle....however only local pokemon which are not affected by the region's radiation can listen to the trainer in order to use hidden moves outside battle)

Instead of the Elite 4 we can have the Evil 4. Defeat them and we can neutralize that crazy machine once and for all!! And then you will can have a newly updated national dex, and migrate your old pokemon!

In case u were wondering why the radiation machine. Every evil organization wouldn't want to be taken over by another, so the radiation machine is a measure that other region's pokemon will become vulnerable against them. But the player will eventually disband every evil group so there's no point to keep the machine.
