From the 0.28(.1/.2) version on, in GameModes there are Gamerules available that can change how the game works in different ways.
If you want to make a GameMode, the GameRule for the stuff you want to do is probably missing since there aren't very much GameRules implemented.
If you want any GameRules to get implemented, post them in this thread.
