Worst Gym Leader/Elite Four?

I've only played the first generations so far (and thus that's why I'm here) but each had their own cut of worst-ness and I think it has been already discussed.

From Gen I, Erika was tied with Blaine from being the most awful gym leader, and even Erika had some standards, being able to poison you or wreck the hell out of you if your team somehow was slower than her plants. Blaine, on the other hand, had 2 underevolved mons' and the only real threat was getting choked with Rapidash' Fire Spin. Even Giovanni proved to be a threat if you weren't prepared.

Bruno has the unenviable distinction of being the worst E4 through all his appearances. Seriously, Gen I fighting types had the worst to offer and Hitmonlee was the only one able to hit hard, sadly countered by the fact that every bird and psychic was faster than him and could easily OHKO. Machamp endured a few hits, but in R/B had only Submission at his dispossal, not a really wise or powerful move back then; the four-armed wrestler was thoroughly buffed in Gen II, but sadly his team wasn't up to the task of wearing you down, a mission to which all other E4 teams were actually engaged to.

I think Gen II went all the way to ensure that every Gym Leader had its own nasty surprise, with the sole exception of Bugsy. There was no way you could lose her challenge, unless you avoided all sorts of battles and trainers while on your way to Cherrygrove, with a team made up of Chikorita, Hoppip and a hopeful Zubat.

Third Gen had the twins, they couldn't bother to bring more than 2 pokemons to the 7th gym and surf (Required to get there, in the first place) made short work of them. But boy oh boy, Ever Grande Elite was surely pumped, and had a hell of a music theme to back them up. I would think that the less strong of the bunch was Phoebe, and that's really a stretch.

Gen 6 elite four looks hard for me because my team is level 55s (no exp share).

That Experience Share is ridiculously over powered. I had all level 75s with only training one Pokémon before I reached the Pokémon League.
