Other than simply encouraging the player to catch new pokemon in the new regions? I don't know. Filling the later regions with lvl 80 trainers doesn't seem right though.
It wouldn't bother me if we did... Kanto Trainers in Generation II/IV had Level 40 Pokemon.

I was thinking when you go to a new region, the Pokemon you caught in previous regions will not listen to you in that region without the next 8 badges or in certain circumstances.

So it's left to the choice of Super Strong Trainers or Disobeying Pokemon.

I like the disobeying option. I just realised that on difficulty 2, Sinnoh's level 80 trainers will all of a sudden be packing level 90-95 beasts. Assuming Pokemon 3D uses the same prize money formula as the originals, pretty much every trainer you meet will be doling out like 10,000 pokedollars each. Not to mention the gym leaders!

Had a somewhat similar discussion going on in the fire red / leaf green thread regarding scaling trainers and such.

Wouldn't that require everyone else to start over and for the levels of the Pokemon in Johto to be adjusted? If the levels aren't adjusted, then after beating the elite four in Kanto you end up facing gym leaders in Johto with Pokemon that are 40 levels below yours. If they are adjusted, people in the process of completing Johto are suddenly significantly lower than all the Pokemon around them and by the time they get to Kanto, they'll be significantly higher than all the other trainers and wild Pokemon around them.

It would require a adjustment to the trainer scripts depending on which region u have completed first.
Wild pokémon levels don't get adjusted.

The problem is that since there is a lvl cap of 100 for pokémon at one point all the trainer battles will be somewhat the same.

The only real solution would have to be that u should start over and get to choose a new starter pokémon and are forced to leave the rest of your pokémon behind in their respective region and are not allowed to access the pokémon box from that region at least not until you beat the elite 4 of the region.

There is no other solution honestly since if u would allow players to bring in pokémon from the other region u could probably face roll every trainer up till the elite 4.

Even if lets say u needed to have a certain badge before pokémon up to lvl ?? will listen to u it will be the same.

I pretty much re-played trough pokémon blue at one point again with 1 lvl 100 charizard by trading back and forth between blue and gold and despite him not listening most of the time that 1 time he does listen he pretty much 1 shot everything.

So it all comes down to one of these options
  • Allow pokémon from another region but rely on the badges of that region to determine if they will listen.
  • Start over completely with a new starter pokémon leave old pokémon behind in the other region.
  • Or scale all the trainers up to have pokémons of lvl 80 - 100 resulting in even more redundant battles.
Keep in mind that these options are for if the existing Johto were to be adjusted.

Re-creating Johto with new events and scripts is a whole other thing (Even then it needs some sort of comprimise).
There needs to be some sort of balancing for pokémon between regions and it seems you came to similar conclusions.

Disobeying pokémon depending on the region badges u have attained seems to be the more logical choice as it allows trainers to bring in pokémon from other regions but still have some sort of restriction to the levels.

Personally, I like coming up against trainers with teams in the 80-90 level range if that's the general range my team is in. You can beat AI that has an 85+ team with level 70s, a challenge, but definitely doable.

The Orange Islands/ Sevii Isles will defiantly be added. Unova, I'm not so sure... I'm going to complete the first four regions before working on Unova (And adding the region itself will be a BIG if. The Region has so much coding to be done.)

And No progress? You bet their's progress being made! The Music, Story, and coding is being done now to ensure a quicker release.

I'm starting to make the Side Missions. So far Kanto alone has 35 Mission. The Goal is to have 50 - 100 Missions per Region. Their will be 3 Types of Missions: Red Missions are important and must be done. They cannot be aborted. Green Missions are casual, can be done/ aborted at anytime, and have a reward at the end. They have 5 levels of Difficulty. Blue Missions are very special and rare. They involve a Faithful Encounter or a Special Encounter of some kind. As for the story it will have 2 Sides like most Pokemon Games have: One side will be your journey throughout the Pokemon world to be the World Champion. The Second side will be your destiny to save the world from a evil team trying to take control of the Legendary Pokemons in order to re-create a world in their own image.

I believe the best way to do this is to use the disobeying Pokemon Method at first. But when you obtain all the badges in that region, allow them to obey and the rematches will have High Level Pokemon.
Anyway, the ideal Method will be in the Spoiler Box:
Kanto
10 years after Red first left Pallet Town will be the Starting Region. Region will look like it dose in G/S/C/HG/SS... except with a few changes in maps. (Viridian Forest will be Viridian Park due to Deforestation... Cinnabar Island will be New Cinnabar Island.) All gyms will be low leveled. Once Kanto Champion, Access to Johto, Past Kanto, and the Orange Islands will be unlocked.

Johto
Your Pokemon Party will still obey you, however tougher Trainers will be spotted. (Level Pokemon will be similar to Kanto Trainers in HG/SS.) Johto Gym Leaders will be high level, However you can battle their lower leveled pokemon at the Viridian City Traning Center. Once Johto Champion, Access to Hoenn will be unlocked.

Past Kanto
You will take a time Machine to the Kanto Region as it was 9 years ago. Your Pokemon will still obey you and all Gym Leaders will have their high leveled Pokemon. The Badges you have are made of different material in the future so the Pokemon League in the past will believe they are fake. Once you Obtain the Badges in Past Kanto and Become Champion. You will unlock the Sinnoh Region in the future.

Hoenn
Your Pokemon from other Regions WILL NOT obey you without the proper badges. All Gym leader will have their original leveled pokemon from the game. Hoenn will have a day/night system with slight altercations with wild encounters. Once you are champion, all of your pokemon will listen to you in the region. You will also be given special passes as side missions are done to access legendary pokemon on certain islands.

Sinnoh
Your Pokemon from other Regions WILL NOT obey you without the proper badges. All Gym leaders will have their orginal leveled pokemon from the game. Once you are champion, all of your pokemon will listen to you in the region. You will be given special passes as side missions are done to access legendary pokemon on certain islands.

(Maybe) Battle Island
Battle Island will be unlocked after the Johto Region or Past Kanto. However, all wild Pokemon on Battle Island will be uncatchable. Their will be no prize money from Trainers, nor are items usable. All wild Encounters will be runnable without fail. Battle Island will have pokemon/ Trainers with Pokemon of ALL level (Section1:Lv50, Section2: Lv65, Section3: Lv80, Section4: Lv100) The purpose of this Island is to train your pokemon that way your able to keep all your pokemon on par with each other after becoming champion. (Your Hoenn Pokemon will be Lv45 after champion, but your Kanto will be up to Lv80's). Only Pokemon are trainable here after winning their respective Champion.

The Pokemon World Champion will be unlocked after you are Champion in all Regions... All Pokemon will be Level 100

Each Region (Except for Orange Island) will have 1 Masterball
All regions will be adjusted in wild encounters/ story events so it is possible to capture ALL pokemon in the game. Also legendary Encounters will be adjusted so no Ledgendaries will be caught twice. (Ex: Ho-oh encountered at Bell Tower and Navel Rock)

If your Kanto/Johto Gyarados is at a level 80 and you move to Hoenn or Sinnoh it will be considered "Migrated" and will not listen to you in the region without the proper badges. So, yes and no... You can catch a Hoenn Magickarp /evo Gyarados or just wait untill your champion. Some Side Mission will allow you to use any pokemon. I will probably classify the areas by regions and routes:

@Kanto -R1 (R1 standing for Route 1)
@Okanto (Kanto and Orange islands)-CBI (CBI standing for Cinnabar Island... This will be in both the regions to act as a fly hop)
@Johto-GRC (GRC standing for Goldenrod City)
@Kjohto (Kanto and Johto)-INP (INP standing for Indigo Plateau)
@Hoenn-EGC (EGC standing for Evergrand City)
@Sinnoh-R201 (R201 standing for Route 201)
@World-PWC (PWC standing for Pokemon World champion)

This coding will be particularly useful when creating fly hops. From the Indigo Plateau, you can fly anywhere in the Kanto/Johto region. From The Johto Saffari Zone, you can fly anywhere Between Johto and Hoenn. From the top of Mt. Silver, you can fly anywhere between Kanto, Johto, and Sinnoh(Once you defeat Red, the top of Mt Silver will become a fly point). From Cinnabar Island, you may fly anywhere in Kanto or the Orange Islands. From the NorthWest point of Orange Islands, you may fly between Kanto and Hoenn.

idea from here is ok but about the level of pokemon, how about when you finish a region and go to next one you can take only one pokemon and the rest of pokemon will be let there, like everything it would start from zero. It is only a suggestion. I would like reply for it.

Differnt Teams are working on differnt things. I am going to release an eariler version though for the purpose of building a story though. I am working on the story as of now.

That's what I am doing except for Johto and Past Kanto, Johto and Past Kanto will be higher levels to add a challenge. Hoenn, Sinnoh, and (maybe Unova) will be points where you have to use low leveled pokemon until you get a certain badge.

The Time Machine for Past Kanto will be on Cinnabar Island developed by Blaine. You may access it after becoming the Kanto Champion.
Story/ Mission Script:
Blaine (on pokegear): Ah! <player>, It's great to see you. Could you come to my Lab later? I have something incredible to show you!
Blue Mission: Visit Blaine's Lab

Blaine: Hello <player> could you come with me? (goes to back room which was inaccessible before)
Blaine: I have conducted years of effort to build a machine that can travel through time! This machine uses a lot of power, but I've used some technology imported all the way from the Hoenn region to power it. You see, it gets its energy from the volcano. Now why, may you ask, am I telling you all of this? Well you see, I need your help. 12 Years ago, I made a horrible, horrible Mistake. I was fascinated by the science of DNA. I was fascinated so much that I put an innocent pokemon in danger. I now know that pokemon are not to be used for science, but to be loved and treated as friends. I wish to go back in time to stop myself from making a mistake. Will you help me? [Yes (Start Mission)/ No (waits)]

[Both Walks in Time Machine]
Blaine: Alright, my friend, Fire it up!
Aid: It's... It's not holding! Not enough power!
[Transported to the time after Mew gives birth]
Blaine: Arrgh! We didn't go back far enough!<player>, You must stop my counterpart! He's going to try to put an end to the creation we made, Mewtwo! He will fail, however it will put darkness into the Pokemon's heart! I can't face him myself. I don't know what effects this will have on the Timeline. It's up to you!

Past Blaine: I'm sorry; Mew, Mewtwo. I have made a terrible mistake. He is too unstable and releasing him would be a threat to society. [he notices you] Hmm? what are you doing here?

Past Blaine: What? No! That's Impossible!!! But it dosent matter. It must be destroyed... it's just become to powerful.
You: .... .... .....
Past Blaine: He may have said that, but is it better to live a life of regretful or regretful, yet knowing you saved innocent lives? This is the only way! Go Rapidash!
[Mew wipes it out]
[Mewtwo breaks and flees]
Past Blaine: NO! [Passes out]
