Sprite XNB Convertion

Hello, I found a Sephiroth sprite which is probably compitable with Pokemon 3D,

But I can only get it in PNG, anybody knows how to convert it?

I will convert it if you lay it out right(bottom two rows need to be switched)

no like row four should be row three and vise versa
