I guess it is because there are 2 french files with the same name on github, and you can have only one on windows (You can't have 2 files with the same name). So GitHub detects the lack of a file as if it had been deleted by the user, and so asks for a commit of the change.
ok i found the issue
loops uploaded the file as tokens_fr.dat and i uploaded his old version as Tokens_fr.dat, because they had the same file name in windows but not in the repo it was always looking for the other file. i reverted the pull request and that deleted both files, then i put the french tokens back in. you may have to reclone the repo to fix it on your end but probably just syncing with the master branch should work
