Fixed [Indev 0.52.1] Cloud Nine Fails to Work

Even though Cloud Nine triggers the "The effects of weather disappeared" message, both contestants still take damage in hail.

What I expected to happen:
...to completely negate hail's ability.

What actually happened:
...nothing happened.

Steps to reproduce:
1. Use something that has Cloud Nine.

This enemy Golduck has Cloud Nine as an ability:
