Unable to reproduce [Indev 0.52] No Wild Pokémon on Johto Routes 45 and 46

I went to Blackthorn city then route 45 to get a Skamory or Raikou. When I went onto the route I ran around in the grass for at least ten minutes with no encounters. I was able to fight a Magikarp with the old rod, as a test. Next I moved to route 46 to see if I could fight anything there, but I still couldn't encounter anything in the grass. Eventually I logged off and on again and I was able to encounter pokes again.

What I expected to happen:
Fight anything in the grass.

What actually happened:
Couldn't find anything.
