I picked up the waterfall hm in ice cave but it's not in my inventory

I need the waterfall hm to proceed to indigo league. I picked it up but it's mot in my inventory. The same thing happened with the sillver wing in the radio station. plz help find a way to fix this

Did you check your Key Items and TM/HM pockets? If they are not there, then you might need a member of the staff to spawn the item in for you.
