Name rating feature

Remember that name rater always rate our pokemon's name before he suggest or not suggest a new name? Even he has a TV show for rating our pokemon randomly. I think that will be nice if it can be implemented to Pokemon3D too, and maybe he can get a radio channel too, just like Prof Oak's show.

I revamped the Name rater's dialogue to now match the original Gold/Silver one.

I assume he'll still be able to change all Pokemon nicknames, even traded ones, like it is currently?
