[Sprite Request] Resizing this Sprite (see picture)

After finding a Sprite that I like from Emerald, I made a Sprite Map from a certain NPC too large.

To the best of my ability I tried shrinking it down, but it either became too blurry, or the format wasn't correct in game. What I'm asking is if anybody can give it a look and see if they can please make a correctly sized/formatted Sprite of the map pictured Below.​

I got the Sprite from this picture (bottom right 3rd row up) ripped it off and formatted it into a sprite map.
