It is a good thing it tiers out before it can catch you now. So is poliwrath, or politoad more evil?

They both are similar. You will probably have to level up your poliwhirl to lvl 50 something to get hydro pump and envolve it after. Both, politoad and poliwrath don`t have a lot of moves to learn. But I preffer poliwrath... It looks like angrier and stronger =)

But Politoad looks like he would be all. "Hey wanna see a magic trick?" Then he stabs a pencil into your eye. Poliwrath looks like some guy you wouldn't want to meet in an alley.
