Managed to get stuck >_>

I just reached gym leader of Vermilion City and saved the game right under his nose. Well, I kind of got my bum handed to me and decided to reload. I found out that the electric door at the gym was closed after reloading. After several attempts I got a bit lucky and managed to beat the leader and the electricity wen't off again. If I had not managed to do that I wouldn't have had any other way to exit than get beaten.

I was wondering if this is the way it's intended to be or should this potential trap be fixed.

while not directly intentional it is far more difficult to fix than is worth it since it works out fine
you arent actually trapped since defeating or loosing to Lt. Surge will get you out

Can't you make a fail safe mechanism? like the one in golden rod?

Lt. Surge is the fail safe....
you can't get stuck once you beat him
so there are basically three options:
a) you have beat him - The electricity will stay off
b) you challenge him and loose - return to pokecenter
c) challenge and win - electricity turns off permanently
