Why entrance to Pallet Town is closed even we have that map since old ages? Would be interesting to be able visit Pallet Town even is empty.

It would be impractical to be able to visit pallet town with nothing in it, you can always go to it anytime you want in offline mode, but I don't see why you would want to get there in online mode.
The map is ready but nothing else is, even the signs are not ready.

It is just there as an offset map.

Anyway Pallet Town will most likely to be added after the last gym is done. So why bother wanting it so early.
