Not a bug TMs Can Be Used Repeatedly

So, I just got a TM31, and taught it to my Sandshrew, but the TM doesn't vanish. Is this supposed to happen?
By the way, I DID replace Sand-Attack with it and I can still teach TM31 to my Noctowl, and can use the move with both Pokemon. Am I doing something wrong? Thanks.

That's how it's supposed to happen, it's mirroring their functionality from the 5th gen of Pokémon games and on.
