Not a bug [Indev 0.50.1] Swampert Cannot Learn Ice Punch

I can't be sure if this is a bug, but it needs fixing, so:
Swampert can't obtain Ice Punch in gen VI games, since it cannot be breed onto him (Mudkip can't punch XD) and it isn't a TM/Tutor move. However, in Gen III-V, it's a tutor move and Swampert is able to learn it. Since Ice Punch is a TM in Pokémon 3D, I thought he should learn it.

while the part about egg moves is not accurate in the FAQ, I can assure you that "soon", Swampert will be able to learn Ice Punch.
