Problem in mahogany town

When i catch the red gyrados at the rage lake,i dont see lance anywhere,and i have walked around all the caves and paths but lance isnt anywhere.
im using the ver 0.50.1(newest)

Lance should be near the coast of the Lake of Rage, check there again.

That is because you were in a different map, and what you see there is the offset map of the lake, did you try to go to mahogany and enter the house in the middle of the town? where team rocket's hideout is?
