Location based evolution only works with the use of a rare candy, normal leveling up does not trigger the evolution.
What I expected to happen:
for example : Battle with my eevee in the icepath and it to evolve after leveling up.
What actually happened:
It only evolved when I used a rare candy in that location.
Steps to reproduce:
1. Get a pokemon that requires a specific location to evolve, to that location
2. battle with it and level it up
3. watch it as it evolves....not
