I am trying to finish power plant quest but I am stuck at the thief thing. He told me that the part is inside of the Gym, into the water. I searched every square but it's not there. What should I do?

Use the item finder, if you don't have it yet, you can get it in Ecruteak inside the house to the right of the gym.

I have it and I'm using it. But it always says "No hidden items"

Check your inventory one more time, also, did you battle the thief on the bridge leading to route 24?

I checked. There wasn't. I fighted with him and won. He told me the place of the thing. Whatever, I just added it to my inventory, problem is fixed Thanks for helping.
