Pokemon didn't learn move at right level

So I looked right at the wiki and it says that Magneton learns discharge at level 46 and I finally got my magneton to lvl 46 and he did not learn discharge at all - no option for learning it appeared - so either the wiki is wrong or my game is bugged?

It learns it at lvl 51, the game mostly follows b2/w2, moveset-wise.

Just to add on that the wiki is under a huge reconstruction Not all page are being updated and we are lack of people doing it.
