Solved Help! Can't pass the guards to saffron city.

I did the team rocket at the power plant and beat both misty and Brock, and still not letting me pass through. The gaurd say "hrm? You followed the team rocket members? They were trying to find a way into saffron city but couldn't? And blah blah" Is there more team rocket stuff to do? I need help.

Interesting strategy, but no.

You need to go into the Pewter City Museum and speak with the radio scientist inside, wait 10 minutes, talk to him again, then go to Vermillion City and to the dock to head to the island.
