Not a bug [Indev 0.49.1] Cerulean City Gym Members Gone

Basically when I enter the Cerulean City gym I find it empty and without trainers. Have a look for yourself: http://gyazo.com/9f7b5e4a745a293ce4b27a4b10db6d5b
It's not really a crash so much as a major game breaking bug. My friend has the same issue with the gym members being gone. Not only are they underwater in the gym but they're also underwater on the bridge behind Cerulean City as well.

What I expected to happen:
I expected to find the trainers as well as the gym leader inside the gym.

What actually happened:
The people in the gym were underwater.

Steps to reproduce:
1. Go into the Cerulean City gym and find the people underwater.

This is not a bug. You need to confront Misty at Cerulean Cape before you can challenge her Gym.
