F2 only works in game not the folder.
If you want to take a screenshot of that folder, use "printscreen" button on your keyboard and paste it using paint ( mspaint.exe )

Ok, I'm not 100% sure, but it might be because you have installed it In your C drive, try running it as an administrator?

Is your Pokemon3D.exe launcher at your "steam folder"?

No. That steam folder is where I keep the shortcuts to my steam games
