Not a bug Kadabra won't learn confusion?

So my friend was training his Abra and it evolved into Kadabra, it never learned confusion. We thought maybe it was a one time thing, so he went and trained another Abra into a Kadabra and it still didn't learn confusion. Is this a bug or is Kadabra just not finished yet? I know Confusion is in the game, that's why I ask XD.

What he expected to happen:
For Kadabra to learn confusion when evolved

What actually happened:
Kadabra never learned confusion

Steps to reproduce:
1. Train a Abra to level 16 and evolve it

Did you try to level it up after evolving it?

It wasn't mine but I know he leveled it up a lot more, he even evolved it into an Alakazam, he stopped leveling it at 27, just asked xD. Oh by the way reason he didn't post it is he doesn't care that much..but I kinda wanna get the bug fixed if it is one :/. without Confusion it takes awhile if you wanna fight with Kadabra.

You can teach it confusion in blackthorn city, through the move relearner.

Heart Scales are such a huge pain to get though in my opinion. XD At least Kadabra learns Psybeam at 28 ._.

You can get Heart Scales by smashing rocks and the rocks respawn when you change the map so....you can get an infinite number of them
