Solved How to get past vermilion cerulean lavander

I have been stuck in kanto for some time now, I cleared up the power plant but the cops still wont let me through to saffron, the boat guy to the islands is dealing with a volcano and won't let me ride his boat, I don't have a rail pass and the guy at victory road won't let me go to kanto, I tried everything I could think of please tell me what to do.

Go to Kanto radio tower in Lavender Town & speak with a guy in there, he will give you a card to your radio, which makes it work in Kanto. Then you go to the snorlax that is blocking the digglet's cave & play the pokéflute radio & then it will attack you. Defeat it & you can move on.

Thanks a lot I had already beaten it before the update and forgot about it as I thought the cops would move when saffron was finished

Go to pewter city and to the museum from there, talk to the scientist and then beat brock, then to the scientist again.
