I think you have a chance of getting one by talking to the Pokémon currently following you.
Ok, so......all of these are implemented.
Last 3 are in cerulean cave
and the white flute is in route 47

EDIT : I found a Resist wing when i talk to my pokeman. But when i use its, This item Didn't increased any of my pokeman Stats..
