Solved Entei?

I was near the entrance of Ecruteak City and i was farming when Entei appeared.No matter what i do he flees at his turn and doesnt appear a second time.Also everytime i reload a save before Enteis first appearance he is always the first wild pokemon i find.Is this a scripted event? Im asking because it seems too random to be scripted.I was farming at the same spot for the last half-hour.

Entei is a roaming pokemon, they flee on the first turn and change their location after, you need special moves to stop it from fleeing.
Just a question tho, did you do the burned tower event? (as in did you free the dogs in there)?

Based on his Gamejolt account, he has received the fog-badge and thus activated the roaming event.

^I have defeated the rival at the burning tower and freed the dogs.
Also, by ''a roaming pokemon'' you mean that theres a small chance of finding him anywhere in the world? If so,can i find the locations they flee at after the fight or at least a hint, and what kind of ''special'' moves must i have to stop it from fleeing.
One last question, what are the chances of catching it with the pokeball(s)? Ive tried ultra balls but it always escapes.

"In addition to their changing of routes (something that happens every time the player moves to a new area), they will also, on the first turn of battle, attempt to flee. The only way to prevent this is to either use a trapping move such as Mean Look or Wrap, or send out a Pokémon with a trapping Ability such as Shadow Tag or Arena Trap
You can't track them in this game, but if they are in the same route you are, you will encounter it once (if you save before, you will encounter it every time you reload)

Almost every legendary pokemon have the same catch rate which it 0.4% with normal pokeball at full health with no status effects.

Yes, lower health, status condition and a ball better than a regular Pokeball increases the chance of catching it.
