Fixed [0.49.1] Can't use escape rope in the burned tower.

Can't use escape rope in the burned tower in P3D. tested it in the original games (thx to Enethil) and they are usable there.

I think that was for the Tin tower which was fixed

Since we took some liberties with the first floor design I am not going to allow escape ropes on the top floor(no roof....) but the basement will allow it next version
