Solved Do you have to talk to Bill in Ecrutreak City before the Global Communications Center appears?

So, on my GameJolt profile, I just got to Goldenrod city and the GCC isn't there. Is this a bug or do I have to talk to him in Ecrutreak?

You talk to bill then nurse joy in ecruteak. to get the GTS
and what it the GCC? there is no such thing...
