Anyways...I think he means, did you beat team rocket's lieutenant i think....
After you beat him, you need to rescue the real radio tower manager, he's the one who'll give you the wing.
Did you do all that?

Did you do the underground part of the story?
Go to goldenrod underground path, to the left of the old man's shop, there's a part of the wall that has a different texture, you can walk through that.

Crystal Wing is no longer obtainable, and was only used when the player couldn't get the Rainbow or Silver Wing normally after defeating Team Rocket due to a game bug that is now fixed. You would get one of the two other wings mentioned.
but i already finished and got Crystal Wing
