The ability to change region in the World Map

I know that in the original games, when you fly you were restricted to change the region only when at the indigo plateau, But I am pretty sure that you were able to change the region when you open the "world map" in any place.
If it wasn't supposed to like the way I think it should be, Then I am simply suggesting it.

I agree, we need World Map and be able Fly between Regions. But as usually we be able Fly to places where we registered/used Pokemon Center.
