Not a bug [Indev 0.49.1] Celadon City Rocks Floating Above Water

There are certain rocks that appear to be floating in the Celadon City pool.

What I expected to happen:
The water pool to be skinnier.

What actually happened:
The water pool is fat enough to cause certain rocks to float.

Steps to reproduce:
1. Go to the pond in the middle of Celadon City.

Why is this getting reported now?
Literally every other map with water has them like this.......
