Fixed [0.21.1] Lvl 24 Heracross in Route 33 Trees (using Headbutt)

Not that I didn't appreciate the lvl 24 wild pokemon, but I don't think it's suppose to be that high a level. The rest of the wild pokemon are at lvl 12.

yehh i already found it xD got a pineco now :3 i checked ilex forest in .21 but not in .21.1 so i didnt know about the guy who gave u the TM

Because there are only 2 headbutt trees on Route 33, it's a little "Secret" that you can catch that high leveled Heracrosses.

Route 31 has lvl 24 heracross too

ok then it's a bug for every other route where this occurs.
It is supposed to happen only on Route 33.
I screwed something up while copy&pasting.
Will be fixed for 0.22.
