You don't need a master ball to catch lugia, and the other way to get a masterball in the game is nearly impossible. (Goldenrod lottery)

It had like the tiniest bit of life and was frozen but keeps breaking out of ultra and great balls. (Pause)

People have done it before, It's not as impossible as obtaining a new master ball.
Use status effects like sleep and paralysis

I remembered it is tradedablocked. Well The goldenrod lottery can get you one but the probability of getting it is....

I HATE DOING MATH...
Asumming the ID can go up to 6 digit numbers, (1/1000000) your chance of getting is nearly 0.000001?

Though the cheat is that you can save before that and keep retry
