stuck by TR in Kanto

im not sure where to even post this but i was wondering if anyone could help me out, im stuck in kanto because of those freakin TR grunts. Ive already beaten Boss Proton for the 3rd time and there is no where i can go. ive talked with every guard blocking off saffron. ive tried to get passed the grunts leading to Fuchsia and i cant take the underground path to celadon. i have 3 badges but i just cant get to any of the other cities. can anyone help me out?
