Shouldn't this be reported?
The TM is not in the game yet, this was done through the editing of offline saves. and that's probably the reason why it crashes, the ID is reserved, but there's nothing to be returned when the ID is called.
That's my thought on the subject tho, I could be wrong, but I am 99.8% sure that it is not obtainable in normal gameplay.

No, you have already modified the save anyways....that's one of the reasons why online mode exists, to prevent such actions.
