Repel does not repel! Indev 0.47.2

Describe the bug you experienced here.
I used a super repel before leaving CianWood City because surfing is really annoying. I went out to Route 41 and encountered a Tentacruel. I had taken less than 100 steps and I know for a fact that I can make it from CianWood to Olivine with one super repel. This also happens in grassy areas.
What I expected to happen:
...I expected not to encounter wild Pokemon.

What actually happened:
...I encountered many wild Pokemon.

Steps to reproduce:
1. ...Take a super repel
2. ...Walk in wild Pokemon area
...

I'm 97.3% sure that repels does not reduce encounter rate to zero it just reduce the chances of encountering low level Pokemon to zero, probably the Pokemon you encountered are of higher level than your lead Pokemon.

I'm 97.3% sure that repels does not reduce encounter rate to zero it just reduce the chances of encountering low level Pokemon to zero, probably the Pokemon you encountered are of higher level than your lead Pokemon.

But yeah, repels only work when your Pokémon's level is higher than the wild Pokémon's level (that would be considered a "low level Pokémon" then).

I had my level 41 Feraligatr out front. But after posting it I was only able to reproduce it in the area between CianWood and Olivine. I'm thinking it is something on my side. I'll let you know If I can narrow it down.
