2.you must be reachable.(if not request will be dropped in 3 days).
3.clear description required.

public means anyone can use this skin
private means only me and the person that requested the skin may use it

You practically necro'ed the thread, I'm surprised @Tornado9797 didn't locked it 2 and a half months ago.
