Solved [0.47.1] Cannot surf outside of battles.

I just made an account yesterday to report a bug I was having,but being a noobie I posted it in the wrong forum. The moderator at the time attempted to help me, but his debugging tool was broken. I cannot surf out of battles, my pokemon knows surf, I have the fog gym badge, I'm not using ride, and i went to the burnt tower. But when I approach the water nothing happens, I've tried to walk in, hit enter, clicked, but nothing. Any one else have this problem?
