I've had this bug happen to me once. It happened after fighting a trainer, but like the OP said resetting fixes it.

I know what may be the problem, the other day, i went into route 38, where this girl who fight after, says "i know someting, moomoo milk is blalbla" and after that, i couldn't encounter any wild pokemon. Restarted, and everything was fine. Although i did try again, and that crazy girl was the problem for me
