You can either put a number behind "TimeOffset" to add the given value to the current time.
Or, you can use "TimePreset" to set the time to a specific time of day.
One day is divided into four sections, ranging from 0 (night) to 3 (afternoon/evening)

Close the server.
Change values in the properties file.
Save the file
Open the server.
Easy as that.
