Sure, it has a ''topic'' but that doesn't mean you aren't allowed to go off topic on an off topic thread.

Just because it doesn't say it's not allowed doesn't mean it is. In that case there are no topics in off-topics, every thread in off-topic is Totally randomness thread. which means no need for the other threads since we already have that.
Also, it happened before more than once, that tornado moves the unrelated posts to the topic, to a new one.

And honestly, if going off-topic on a thread in the off-topic forum was not allowed, then it would be stated there and it would be out of place.

I always thought that off-topic meant that the topic is not game-related not that every single message in an off-topic thread (with a topic) can be off-topic.

That doesn't even make sense. And even if it did, hippo is too fat to be moved toward a black hole (nonetheless be vacuumed into one)
