Metang catch rate should be changed

Metang has a 1%chance encounter rate in city and it has 0.4% catch rate, which is the lowest in the game (equivalent to Arceus's catch rate). Metang is in the safari zone so it will flee and can't be damage. It is technically the hardest pokemon to be caught in the entire game, so can you change it's catch rate to be at least 1 or 2 %?

Well it's supposed to be a challenge. It took me a long time, but I did eventually catch one.

If you are playing online, you can always ask here on the forums if someone can gift or trade you a Metang. I guess someone would do that considering you can breed them

That's all by chance. I typically save a zone before and keep trying so that I get the zone I want.
