how do I get to saffron city or pallet town?

Ok... I think this'll make me sound like a noob but I gotta ask. How do I progress to pallet or saffron? I've returned the generator to the power plant & now I can't seem to go to pallet town or saffron city. The update news stated that 4.6 onward had the both towns implemented already.

They are implemented, however it was made intentional that you cannot access them yet. Wait for the next story progressive update (Indev 0.47 I believe).

Did you complete the story at the Sevii Islands and Cerulean Cave? If not, then you need to do that before you can proceed to Saffron City.

you have to talk to the pewter city museum scientist, he will tell you to beat brock and then when you talk to him he will send you on your merry way
